To Comrade Pan Hannian

It has been learned that the court is prosecuting Shen Junru and others with the prospect of sentencing, that Nanjing has again ordered the arrest of Tao Xingzhi, that patriotic publications are frequently banned, that books purchased by our side from Shanghai have been detained by the Xi’an Political Training Office, and that Nanjing has ordered secret service organs in North China to covertly arrest members of our Party. All the above matters completely violate the popular will and contravene the principle of unity between the two parties to resist foreign aggression. You are expected to proceed to the capital immediately to lodge a stern protest with Comrades Chen and Zhang[1] and demand prompt and concrete resolution.
