Explain to Gu Zhutong that, concerning the political responsibility of the other side for watching the Hexi Red Army in danger without rescuing it and deliberately causing its destruction, our side reserves the right to question and pursue accountability. The 6,000 captured personnel of the Western Route Army now gathered in Liangzhou must be transferred, and we demand that Gu immediately telegraph Ma Bufang to transfer all of them to Pingliang and then to the Fourth Front Red Army to rejoin their units. If Comrades Xu Xiangqian and Chen Changhao and other cadres have been captured by Ma Bufang, Ma must be strictly ordered not to commit any acts of cruelty against them. Regarding the remaining troops in the Hexi area, request that Gu order Ma not to pursue them further and allow them to proceed to Xinjiang.
