A. The western reinforcement troops are currently halted between Baiyangcheng and Qingshizui, awaiting orders.
B. The units under Xu and Chen at Shahebao occupy only ten li of ground, are surrounded by the enemy, lack both grain and water, and cannot hold out for long.
C. Make every effort to resolve the matter by political means, and it must be resolved swiftly to avoid military reinforcement; this is the best policy.
D. This matter must, before your departure for Nanjing, be urged upon Zhang Chong and Gu Zhutong for immediate handling with definite results, such as: (1) The two Ma's withdraw their troops and cease fire, (2) Aircraft deliver funds and ammunition, (3) The Western Route Army is permitted to return east safely or is permitted to proceed to Suzhou and Anxi.
