The Guangxi representative returns to Sanyuan today; instruct him to proceed swiftly to Sichuan, Guangxi, and Guangdong for activities. Xiao Kai is responsible for the Nanjing and Shanghai areas. Peng Xuefeng returns to Shanxi. There is temporarily no solution for Zhili and Shandong; we will discuss it later, but Tang Zemin can return to Tianjin soon. All activities in various regions shall aim at consolidating peace and promoting the war of resistance.
In the rear areas, personnel reductions and meal rationing have already been implemented. Over two thousand people have been cut from the Party, government, and military combined, and food expenses per person shall not exceed three yuan per month.
