A. The reinforcement army shall be composed of the 4th Army, 31st Army, 28th Army, 32nd Army, and the 1st Cavalry Regiment.
B. Complete preparations immediately.
C. Upon receiving this telegram, Bocheng is to proceed to Chunhua and await orders.
D. Maintain secrecy externally.
