Regarding the gradual realization of peace, request Chiang to persist
in the unchanged policy of appeasement toward the Northeast Army and the 17th Route Army
— Telegram to Pan Hannian
(February 4, 1937)

Hannian:

A. Received Enlai’s telegram; the front lines have begun to withdraw, and the prospects for peace can be gradually realized. Regarding the Wang incident, all commanders of the Northeast Army wish to investigate the chief culprit; the radical faction has already repented and admitted guilt, and has left the unit to take refuge far away.

B. The Red Army units east of Shang County have long since begun their withdrawal, and the main force also started withdrawing yesterday; they can pass through Xianyang in about seven days. Those in Sanyuan began moving to designated positions today.

C. However, Chiang’s policy of appeasement toward the Northeast Army and the 17th Route Army must be persisted in without change. We are sincere in serving the country and Chiang; Chiang must not think that the proposals we have put forward carry any diplomatic implications. We have no diplomatic intentions whatsoever toward Chiang.

D. I hope you and Brother Zhang Chong can fly to Yan’an within five to seven days to discuss and decide on various cooperation issues.
