Now, in preparation for reinforcing the Western Route Army, it is necessary to immediately reorganize the engineer company and, within three days, make vigorous efforts to recruit and hire, as well as prepare and arrange, craftsmen, tools, materials, and so forth, with the capacity to build one large boat per day as the standard.
