On the Current Negotiating Points and Other Matters
Telegram to Zhou Enlai, Bogu, and Wang Jiaxiang

Zhou, Bogu, Wang:
(A) As for the current negotiating points, we should demand that no large troop concentrations be stationed in Shaanxi and Gansu, and that a portion of the Red Army be stationed in southern Shaanxi. The latter issue is to be negotiated by Han Nian, while the former should be seriously raised by Yang with Gu Zhutong, insisting that the number of troops not exceed ten divisions—at minimum, it should not surpass the level existing prior to the incident. If Chiang Kai-shek truly intends to end the war, he will have no reason to reject this demand.
(B) Pay close attention to the excessively left-wing sentiments among the leftists. It would be best if clear-thinking elements within the left wing themselves persuaded their comrades; we should refrain from making too many pronouncements on this matter.
(C) Luo Fu departed for Xi’an today.
