On the Conditions for Negotiations with Chiang Kai-shek
Telegram to Zhou Enlai and Bogu
(January 16, 1937)
Zhou, Bogu:
(A) Yang and Yu are to issue a proclamation assuming office immediately.
(B) The conditions for negotiations with Chiang should still follow the points outlined in your previous telegram, as Nanjing will have even less justification once Yang and Yu take office. Slightly higher demands will not be detrimental and will leave room for further concessions later on.
(C) The main points of the conditions are:
(1) Zhang is to return to Shaanxi, while Gu is to remain stationed in Luoyang.
(2) Areas west of Huaxian shall fall under the control of Zhang and Yang’s forces. The tone of these proposals should be made as conciliatory as possible; mention of the Red Army may be omitted.
(D) It would be best to proceed to奉化as quickly as possible.
