Telegram to Zhou Enlai and Bo Gu on the Conditions for Negotiations with Chiang Kai-shek

Zhou, Bo:

(A) Yang and Yu are to issue the telegram assuming office today.

(B) Regarding the conditions for negotiations with Chiang, it is still appropriate to adhere to the various points in your previous telegram. This is because after Yang and Yu assume office, Nanjing will have even less justification, and slightly higher conditions will pose no hindrance, while also leaving room for a further step back later.

(C) The main points among the conditions are:
(1) Zhang returns to Shaanxi, Gu is stationed in Luoyang.
(2) The area west of Hua County shall belong to the troops of Zhang and Yang.
The tone in which these are raised should be made as moderate as possible, and there is no need to mention the Red Army.

(D) It is best to proceed to Fenghua as quickly as possible.
