Telegram to Zhou Enlai and Bo Gu on the Operational Policy Against the Offensive of the Pro-Japanese Clique in Nanjing
(January 5, 1937)

Zhou and Bo:

(A) We basically agree with the military plan you have decided upon.

(B) The Fifteenth Army Corps shall, as a first step, move to the area southwest of Xi’an to assemble and await orders, preparing to either advance via Dongjiangkou or via Shangxian.

(C) The main force of the Field Army shall concentrate in the Xunyi and Chunhua areas and await orders.

(D) Please ask Zhou to pay attention to replenishing the ammunition of the Second and Fourth Front Armies, and to issue funds of 15,000 to 20,000 yuan to the Fifteenth Army Corps.
