On the Telegram of Supporting Chiang and Welcoming Zhang,
Exposing He Yingqin’s Conspiracy—A Telegram to Zhou Enlai and Bo Gu

Zhou and Bo:

A. Last night, the Second Bureau reported on Li Mo’an’s relay of He Yingqin’s telegram of *shishen*. The following passage was omitted: “The central authorities are sending high officials to the front for reorganization. In order to make that unit easier to bring into line, full military preparations should be made.”

B. Nanjing’s conspiracy to replace Li Yi with Wang Shuchang is already extremely obvious.

C. A telegram should be issued immediately to support Chiang, welcome Zhang, and oppose Wang, and preparations should be made for Wang Yizhe or Yu Xuezhong to take over Zhang’s post, with emphasis on exposing He Yingqin’s conspiracy. For in the coming few days, the enemy’s deployments are still being kept secret, and what they fear most is exposure in advance.

D. Promptly seek the unity of the three armies of Zhang, Yang, and ourselves.
