To His Excellency Chairman Chiang of Lushan:  On the day when the Japanese aggressors attacked Lugou Bridge, they were thus carrying out their prearranged plan to seize North China by force. Upon hearing this news, I was overwhelmed with grief and indignation. As Peiping and Tientsin are vital strongholds of North China, another lapse in their defense must absolutely be avoided. I have accordingly ordered the 19th Army to resist valiantly, in accordance with the principle of resisting foreign aggression and waging war for national salvation adopted at the Third Plenary Session of the Central Committee. I hereby proclaim a nationwide general mobilization to defend Peiping and Tientsin, to safeguard North China, to recover lost territory, and to fulfill our sacred duty of protecting our homeland. The officers and men of the Red Army, under the leadership of Your Excellency, stand ready to shoulder their share of the national burden and engage the enemy in protracted combat, so as to achieve the goal of preserving our land and defending our country.
