The Comintern telegram reads as follows:

Since the incident has already become a fait accompli, it is of course necessary to take the actual facts into account. The Communist Party of China firmly advocates resolving this conflict by peaceful means on the basis of the following conditions:

A. Reorganize the government by incorporating representatives of several anti-Japanese movements, that is, elements who support China's unity and independence, into the government.

B. Guarantee the democratic rights of the people.

C. Cease the policy of annihilating the Red Army and unite with the Red Army to resist Japan.

D. Establish cooperative relations with countries that sympathize with the Chinese people's resistance to Japanese aggression, but refrain from raising the slogan of alliance with the Soviet Union.
