Under five conditions, our proposal was to restore Chiang Kai-shek’s freedom in order to transform the entire situation. The outcome of the negotiations saw Chiang and the Nanjing leftist representatives fully acknowledge this. Last night I telegraphed Zhou Enlai, instructing that Chiang be released only after the preconditions had been met and the situation had developed to a point where his departure would no longer cause instability. However, today they have already released Chiang Kai-shek; Soong Tse-ven, Zhang Xueliang, and Soong Mei-ling flew to Luoyang together on the same plane today. Judging from the current circumstances, releasing Chiang does seem advantageous. Whether it will indeed prove beneficial remains to be confirmed before we make an announcement.

The Field Army should continue to advance rapidly toward Xianyang for assembly.
