1. The Kong and Zhou divisions of Hu’s army are now concentrating from Jinji toward Tongxin City, with the 1st Division behind them. Zeng Wanzhong’s division seems to be at Yuwang City without movement. The disposition of Mao Bingwen’s unit is unclear. There are reports that all of them intend to attack Guyuan. Your unit should redeploy forces at Guyuan, Zhenyuan, Xifeng, Pingliang, and other places, reinforce pillboxes, and stockpile grain in preparation for a firm defense.

2. The three units of Luo Binghui, Song Shilun, and Xiao Jinguang, the Second School of the Red Army University, and the guerrilla forces under the Shaanxi-Gansu-Ningxia Province are all troops cooperating with your unit in operations. The Luo and Song units are now on the eastern flank of Yuwang City. When Zeng advanced southward, they followed and pressed his flank and rear. Because the distance is still considerable, they cannot engage for the time being. For communications, sending the key code from Bao’an would be too late; any telegrams should be relayed through my place for execution of orders. Xiao Jinguang leads the Independent Division on the Yuwangbao-Sancha line. The Second School of the Red Army University will move into Qingyang within days; please order the Zhou division at Xifeng to establish contact with it, with the Shaanxi-Gansu-Ningxia Provincial Committee taking responsibility. Li Fuchun is at Quzi Town; the Zhou division may also send out forces to establish contact.
