Telegram to Zhou Enlai and Bo Gu[1]

Regarding the list for the Provisional Military and Political Committee, our side intends to include Zhu De, Peng Dehuai, He Long, Ye Jianying, and Xu Xiangqian, five persons in all. Enlai and Bo Gu shall take part in the actual work but not be included in the list, so as to facilitate future work with the Guomindang. Zedong shall not participate. Explain to Zhang and Yang that in order to win over all factions nationwide, the Communist Party must adopt this kind of policy, which is also advantageous to Zhang and Yang.

[1] This is the main content of a telegram from Mao Zedong and Luofu (Zhang Wentian) to Zhou Enlai and Bo Gu (Qin Bangxian). Bo Gu arrived in Xi’an together with Ye Jianying and others on December 23 to assist Zhou Enlai in his work.
