Sixth, when the aforementioned conditions are reasonably assured, restore Chiang Kai-shek’s freedom and, under the aforementioned conditions, support the unification of China and a united stand against Japan.

(2) Conduct negotiations with Yan Xishan, T.V. Soong, Yu Youren, the left wing of the Whampoa clique, the “Two Chens”[1] clique, and others on the basis of the aforementioned conditions.

(3) Indicate that the proposal by Yan Xishan to move Chiang to Shanxi may be considered.

(4) Call upon all those willing to support peace to come to Xi’an for negotiations.

(5) Call upon British and American advisers to come to Xi’an once more, and through them secure British and American support for peace.

(6) Consolidate the military positions in Xi’an, holding them for as long as possible pending the success of the political negotiations.

(7) Make contact with Whampoa officers in Shaanxi and Gansu, such as Hu Zongnan, Fan Songfu, Dong Zhao, and others.

(8) You should publicly, in your capacity as a representative of the Communist Party, enter into negotiations with Chiang, Chen, T.V. Soong, Yan, Yu, and others on the basis of the aforementioned conditions, and mediate between the two sides.
