(A) The Xi'an Incident has shaken the entire world. Apart from Japan and Italy alleging it to be a case of Bolshevization, the French Radical Party has stated: Zhang Xueliang has now become the most authoritative figure in China; Britain has adopted a conciliatory attitude.

(B) Domestically, turmoil has reached an extreme, with a major financial panic occurring in Jiangsu and Zhejiang.

(C) As for the enemy forces advancing directly ahead, there are still only Fan Songfu's two divisions and the second brigade of Huang Jie's division, which appear to be moving toward Luoyang. The 10th Division has just begun to move from Hankou. Altogether, they amount to no more than thirteen or fourteen regiments. Li Tiejun's division is heading toward Nanyang; Wang Yaowu and others are in Hanzhong and Longnan; there are reports that the three units under Hu, Mao, and Zeng are concentrating toward Weizhou and Tongxin City; Tang Enbo intends to return to Shaanxi but has not yet begun to move.

(D) I hope you, brother, will persist to the end, assemble your forces, boost morale, mobilize the masses, guard against treachery from within. The prospects for victory are great.
