A. The situation:
(1) The Japanese three-minister conference regards the Wenbian[^1] as revolutionary and is prepared to support Nanjing.
(2) Nanjing is very panicked, fearing the incident may expand, and has hastily issued a dismissal order, placing the army under the direct jurisdiction of the Military Commission.
(3) He Yingqin has arrived in Zhengzhou; it is judged that he is specifically directing the offensive.
(4) Fan's army is advancing toward Tongguan; Wan's division is defending Xianyang.

B. Recommendations:
(1) It is heard that Feng Qinzai's division is concentrating at Xi'an. Feng is unreliable; please take note. It would be advisable to concentrate Sun's division between Xi'an and Tongguan.
(2) Hu, Mao, Zeng, and Guan are very panicked; there is little they can do in the coming days. The main attention should be paid to Fan and Wan.
(3) The more concentrated the Northeastern Army, the better, but Lanzhou must absolutely not be lost.
(4) The Red Army is preparing to provide full reinforcement.
