Telegram to Liu Shaoqi[1]

(December 2, 1936)

It is urgent to establish friendly relations with the Jin-Sui authorities in order to facilitate the Red Army’s operations. Promptly make contact with Yan of Jin and Fu of Sui through the National Liberation Alliance or other connections, with the following conditions: (1) Jin-Sui shall permit the Red Army to join the anti-Japanese front, designate a certain defense area, and assist in resolving the supply of provisions and ammunition. (2) The Red Army is willing to submit to the unified command of Mr. Yan and will not interfere in the administration of Jin-Sui. (3) The Red Army shall dispatch representatives to be stationed with Yan of Jin and Fu of Sui for liaison purposes.
