We have many comrades who enjoy literature and the arts, but we have not yet organized ourselves or developed a dedicated plan to engage in literary and artistic creation for the working masses and peasants. In other words, hitherto our efforts have been purely military. Now, however, we need not only military strength; we also require cultural prowess. We must excel in both culture and arms.
