Regarding Agreement to the Four Points Proposed by Zeng Yangfu and Chen Lifu and the Dispatch of Pan Hannian as Official Representative: Telegram to Liu Ding (November 12, 1936)

Liu:

A. Chiang Kai-shek is actively undermining the Ningxia plan. We are now devising countermeasures; please ask Yi [1] to also consider this for us.

B. The funds borrowed from Yi can be repaid in five months’ time, but at present we still need fifty thousand yuan to meet urgent needs. Is there still a way to arrange this through Yi?

C. Zhang Zihua has arrived. Concerning the four points proposed by Zeng Yangfu and Chen Lifu: (1) the Communist Party shall conduct open activities; (2) the soviets shall continue to exist; (3) the Soviet areas shall send representatives to participate in the National Assembly; (4) the Red Army shall be renamed, and its organization and treatment shall conform to those of the National Revolutionary Army, but its existing personnel shall not be changed—we can agree to all four points. We are also sending Hannian as the official representative to proceed swiftly with negotiations; please inform Yi of this. Ask Yi to do his utmost through various channels to expedite the process, and tell Lu Weiliang to inform Hannian in person to proceed quickly with negotiations according to this policy.

D. The troops and horses of the Sixteenth Regiment have already been returned.
