The Soviet Central Government and the Military Commission of the People's Red Army have now issued the following order: (1) All Red Army units shall cease any and all offensive action against the National Revolutionary Army; (2) Only when attacked are they permitted to take such measures of self-defense as are necessary; (3) As for any personnel and weapons of the National Revolutionary Army captured by us because that army attacked us, they shall all be returned once that army takes up the resistance against Japan, and those who wish to join the Red Army shall be allowed to do so; (4) If the National Revolutionary Army moves toward anti-Japanese positions, any obstructive action shall be prevented, and every possible assistance shall be rendered to it.

We have decided once again to appeal earnestly to all units of the National Revolutionary Army and to the Nanjing government to cease hostilities and join hands with us in resisting Japan. The text of this appeal is already being drafted. At present the situation in the three provinces of Chahar, Shanxi, and Suiyuan has become critical in the extreme, and we are most willing to cooperate with the Nanjing government in order to attain the goal of aiding Suiyuan, resisting Japan, and saving the nation from extinction. If the Nanjing government can indeed take the difficulties to heart, halt the civil war, and dispatch troops to resist Japan, the Soviet government is willing to render assistance with all its strength, and is willing to make the main force of the whole nation's Red Army the vanguard in a fight to the death against the Japanese aggressors.
