Telegram to Zhu De and Others[1]

We fully agree with the strategic plan for the Hai-Da Campaign[2] proposed at 7:00 on the 28th by Comrade Peng Dehuai, Commander-in-Chief and Political Commissar of the Front Enemy Forces. It is hoped that the commanders of all army corps will mobilize all Red Army commanders and fighters to make the utmost determination, strive with all efforts to secure the complete victory of the entire campaign, and open up the path to great strategic victories in the future.
