Letter to Peng Xuefeng

It is urgent to properly manage relations with Suiyuan and Shanxi. Upon receiving this letter, go to Tianjin immediately and then quickly proceed to Suiyuan to handle this matter. I have a letter for Nan Hanchen, asking him to introduce you to see Fu Zuoyi.
In negotiations, be sincere, be vigilant, and be patient. Engage solely in upper-level social intercourse; do not involve party organizations, and do not arouse suspicion.
If Fu agrees, after matters in Suiyuan are settled, ask Fu to introduce you to see Yan. If he does not agree, then let it be. Your work shall focus primarily on Fu.
Expenses are to be covered by the 400 yuan you bring. Be extremely frugal in spending. Do not indulge in luxury, do not lose our standpoint, and do not accept gifts from others. Only when absolutely necessary may you borrow a little money from others, and you must repay the full amount later. Accounts must be reported for all expenditures. In your spare time, pay attention to reading books and newspapers, and intensify your study.
