The Central Government of the Soviet Union and the Military Commission of the People’s Red Army have now issued the following orders:

(1) All Red Army units shall cease all offensive actions against the National Revolutionary Army of the Kuomintang.

(2) Self-defense measures may be taken only when under attack; such measures shall be strictly limited to what is necessary for defense.

(3) Any personnel and weapons captured from the National Revolutionary Army as a result of its attacks upon us shall be returned without exception once that force turns to resist Japan. Those among them who wish to join the Red Army are free to do so.

(4) Should the National Revolutionary Army move to positions on the anti-Japanese front, all obstructive actions must be halted, and every possible form of assistance shall be extended to it.

We have decided to make another earnest appeal to all units of the National Revolutionary Army and to the Nanjing government, urging them to cease hostilities and join forces with us in the struggle against Japan. A corresponding appeal is currently being drafted. At present, the situation in the three provinces of Chahar, Suiyuan, and Shanxi has reached an extremely critical stage. We sincerely hope to cooperate with the Nanjing government in order to achieve the goal of relieving Suiyuan, resisting Japan, saving the nation, and ensuring its survival. If the Nanjing government can truly put the national crisis above all else, end the civil war, and dispatch troops to fight the Japanese aggressors, the Soviet Union stands ready to provide full support. Moreover, we are prepared to place the main forces of the Red Army throughout the country at the forefront to engage the Japanese invaders in a decisive battle to the death.
