During the ninth and tenth months, it is imperative to devote all energy to carrying out military movements in Ningxia and movements among the Hui people and the Gelaohui, and to be sure to achieve decisive results. All leading personnel of the various corps and political work personnel must overcome the shortcomings of insufficient understanding, inadequate education, and impractical work regarding the united front and work among the Hui people, and must select and appoint a large number of capable cadres to take up this work.
