Peng, Liu, and Fuchun:
1. We approve of Fuchun's idea about organizing a mobile library.
2. We will start immediately tomorrow with the first delivery of books, ten in
all this time, to be given first to Fuchun, and then after three days to be turned
over to Peng and Liu, where they can be retained for a week.
3. It is imperative that every comrade should mail the books back on time so
as to avoid losing them.
4. In future a delivery will be made once a week or once every ten days.

1. Li Fuchun (1900-1975) was a native of Hunan, who had spent several years in
France. He went to the Jiangxi Soviet Area in 1931, and participated in the Long March.
At this time, he was secretary of the Shaanxi-Gansu-Ningxia Party Committee.
