The Second Front Army of the Red Army shall move out to Liangdang and Huixian, expand the area under occupation, and, when the opportunity arises, annihilate Wang Jun. The Fourth Front Army of the Red Army shall be positioned in the areas of Minxian, Lintan, Weiyuan, Zhangxian, Longxi, and Wushan, with a portion moving out to Tongwei and Jingning.
