To Song Shilun and Others[1]

We appoint the Hui Ma Huailin as guerrilla commander of the First Route of the Northwest Anti-Japanese National Salvation Army. Ma is a leader of the Gelaohui and has a mass following in Ningxia; he should be given preferential treatment and assistance. When Ma travels from Bao’an to Dingbian, troops must be dispatched along the route to escort him.
