Brother Xiaokai:

A. Conducting concrete, further negotiations with Nanjing, with the aim of establishing a united front in the short term, is the central focus of our entire united front work. Within seven days of receiving this telegram, you should return to Bao'an to receive the new policy, and then proceed to Nanjing within seven to ten days to begin negotiations.

B. Explain to Li Yi[1] that the success of such negotiations will greatly assist the cooperation between Armies A and B, making their cooperation even closer rather than detrimental to it, and request Li Yi, when out on activities, to pay attention to urging Nanjing to swiftly reach an understanding with us.

C. Temporarily detain the representatives of Li and Bai[2] in Xi'an, but do not make any concrete representations to them. Li Yi should do likewise with them.

D. Regarding our negotiations with Yang Huchen on communications and industry-commerce issues, if Zhang Wenbin arrives, promptly ascertain the extent of his negotiations, and request Li Yi to negotiate with Yang, ensuring that communications between Fushi and Luochuan are restored to their original state within the next few days.

E. If Zhang Zihua is still in Xi'an, have him come along with you, paying special attention to bringing with him the handwritten letter from Zeng Yangfu and the cipher code in his possession.

F. For the sake of speed, request Li Yi to dispatch an aircraft to send you to Fushi, and ask Li to negotiate with Yang for protection,

G. Funds are urgently needed; deliver the thirty thousand yuan swiftly.
