In Ningxia, on the basis of the two principles of uniting to resist Japan and self-determination for the Hui people, take charge of contacts with the various forces in Ningxia.

Great efforts must be made in the diplomatic struggle for Anbian and Dingbian, and the same applies to the stockaded villages at Qieba and other places. In the Qingyang direction, the emphasis should be on the Northeast Army.
