For four years since Japanese imperialism launched its aggression against China, our country has lost eight million square kilometers of territory. After the fall of the four provinces of Northeast China, the five provinces of North China have also existed in name only. Now, Japanese imperialism has established secret service agencies in Ningxia and Alashan Banner, demanding that the Nationalist government in Nanjing implement the Hirota Three Principles and hand over the five provinces of Shaanxi, Gansu, Ningxia, Qinghai, and Xinjiang to it. The bloodstained hands of Japanese imperialism have reached down upon our fellow countrymen in the five northwestern provinces.

The chief traitor Chiang Kai-shek has completely abandoned all moral principles, pursuing a policy of collaboration with Japan aimed at destroying China. Patriotism is treated as a crime, while treason is rewarded; he obstructs the Red Army’s eastward advance to resist Japan and sabotages the Red Army’s rear areas for the war of resistance. He will stop at nothing until China is entirely surrendered to Japan.

The Red Army is the people’s army and the vanguard of the anti-Japanese struggle. In these grave and perilous times, when great calamity looms, it stands resolutely with the people, fighting their enemies, shedding its own blood. The Central Government of the Chinese Soviet Republic, the Revolutionary Military Commission of the Chinese Anti-Japanese Red Army, and the Red Army under its command hereby present to all the people, political parties, organizations, and armed forces the following propositions for saving the nation and the people:

1. All workers, peasants, merchants, students, and soldiers throughout the country should unite to resist Japan and save the nation.
2. Cease the civil war; regardless of whether one belongs to the Red Army or the Nationalist Army, all should join forces to resist Japan.
3. All parties, factions, and organizations across the country should form a united front of the people for resisting Japan.
4. Convene a National Congress for Resisting Japan and Saving the Nation, establish a National Defense Government and an Anti-Japanese Allied Army.
5. Forge an alliance with the Soviet Union and the Communist Party, unite in resisting Japan, and achieve the liberation and independence of the Chinese nation.
6. Release all political prisoners and guarantee freedom of speech, publication, assembly, and association in support of the anti-Japanese struggle.
7. Strive for the swift commencement of hostilities against Japan.
8. Concentrate the entire Red Army and all national armed forces in Hebei to fight the Japanese invaders.
9. The entire population should rise up in arms and unite in combat against Japan.
10. Overthrow the rule of traitorous collaborators and sell-outs.
11. Abolish oppressive taxes and levies.
12. Prohibit usury.
13. Bring corrupt officials to justice.
14. Overthrow local tyrants and reactionary gentry.
15. Provide relief to disaster victims, refugees, and all unemployed people.
16. Protect patriotic movements.
17. Safeguard all progressive elements in the intellectual, scientific, and literary circles.
18. Defend the interests of workers and peasants.
19. Protect industry and commerce.
20. Assist the Hui and Mongolian peoples.

People of all walks of life and all armed forces, unite! Support the propositions of the Soviet Red Army, and strive to defend the Northwest, defend North China, and defend all of China. Down with Japanese imperialism! Down with traitorous collaborators and sell-outs! Long live the independence and liberation of the Chinese nation!
