6. During the May Day Red Pioneer review, a declaration against Japanese aggression will also be delivered (the text of the speech will be issued separately). After the review, participants will join the local May Day parade and demonstration.


7. The district military department shall conduct the review, draw up a summary, announce it to the Red Pioneers, and particularly commend and reward exemplary Red Pioneer units.


8. The review will last one day, with the specific ceremony to be scheduled separately.

The Central Government of the Chinese Soviet Republic, the Revolutionary Military Commission of the Chinese People’s Anti-Japanese Red Army—Oh! Japanese imperialism has been invading China for four years now, during which our country has lost eight million square li of territory. Following the fall of the four provinces in Northeast China, the five provinces of North China have virtually ceased to exist. Now, Japanese imperialism has established secret agencies in Ningxia and the Alashan Banner, demanding that the Nationalist government in Nanjing implement the Hirota Three Principles and hand over the five provinces of Shaanxi, Gansu, Ningxia, Qinghai, and Xinjiang to them. The bloodstained hands of Japanese imperialism have reached out to our fellow countrymen in the five northwestern provinces! The traitorous leader Chiang Kai-shek has completely lost his conscience, collaborating with Japan to destroy China. Patriotism is treated as a crime; he accepts bribes, obstructs the Red Army’s eastward advance to resist Japan, and disrupts the Red Army’s rear areas. He will stop at nothing until he has surrendered all of China to Japan. The Red Army is the people’s army and the vanguard of the anti-Japanese struggle. In these days of grave national crisis and imminent disaster, it stands resolutely with the people, fighting their enemies with its own blood. Therefore, the Central Government of the Chinese Soviet Republic, the Revolutionary Military Commission of the Chinese People’s Anti-Japanese Red Army, and the Red Army under its command hereby put forward the following proposals for saving the nation and the people: 1. All workers, peasants, merchants, students, and soldiers across the country should unite to resist Japan and save the nation. 2. Cease the civil war; regardless of whether they are Red or White forces, all should unite in resisting Japan. 2783. All parties, groups, and organizations nationwide should establish a united front for national resistance. 4. Convene a national congress for national salvation and resistance against Japan, and form a defense government and an anti-Japanese coalition army. 5. Ally with the Soviet Union and the Communist Party, jointly resist Japan, and achieve the liberation and independence of the Chinese nation. 6. Release all political prisoners and guarantee freedom of speech, publication, assembly, and association for those engaged in the anti-Japanese movement. 7. Strive for an early commencement of hostilities against Japan. 8. Concentrate the entire Red Army and all other armed forces in Hebei to fight Japan. 9. Arm the entire population and wage a unified war against Japan. 10. Overthrow the rule of the traitorous collaborators. 11. Abolish all arbitrary taxes and levies. 12. Prohibit usury. 13. Punish corrupt officials and public servants. 14. Crack down on local tyrants and bad landlords. 15. Provide relief to disaster victims, refugees, and all unemployed people. 16. Protect patriotic movements. 27. Protect all progressive elements in the intellectual, scientific, and cultural circles. 10. Safeguard the interests of workers and peasants. 11. Protect industry and commerce. 20. Assist the Hui and Mongolian peoples. People and armed forces throughout the country, unite and support the propositions of the Soviet Red Army! Let us strive to defend the Northwest, defend North China, and defend all of China! Down with Japanese imperialism! Down with the traitorous collaborators! Long live the independence and liberation of the Chinese nation!
