Letter to Mengke'erji[1]

The internal affairs of the Mongolian nationality should be resolved by the Mongolians themselves, and the Kuomintang Suiyuan government must not use this to sow discord; we are willing to unite as one with the Mongolian people and provide substantive assistance for their liberation; the Mongolian people shall organize their own government and have the freedom to use their own spoken and written language and their own religious beliefs; resolutely oppose Japanese aggression in Inner Mongolia and the bullying and oppression by Kuomintang officials; designate areas along the Great Wall, such as Ningtiaoliang, as trade zones to promote the development of commerce between the Han and Mongolian peoples; we are willing to join together with the Mongolian nationality, to aid each other in times of urgency and difficulty, and jointly strike down the common enemy.
