To Comrade Luofu[1]

The situation on the eastern front has undergone a fundamental change, and the possibility of continuing operations has been lost. For the sake of securing stability, it has been decided to cross westward.

It is proposed to convene a meeting of the Political Bureau to discuss the new direction of action and other related issues. The proposed location is Yanchang.

There are two plans for the new direction of action: First, the entire Front Army shall first proceed to the Shenfu and Dongsheng areas for a period, and thereafter move westward to the Shaanxi-Gansu-Ningxia region. Second, the entire Front Army shall proceed immediately to the Shaanxi-Gansu-Ningxia region (including the area south of the Yellow River and north of the main road), while the 28th Army and the 30th Army shall go to the Shenfu area. These two plans are for you and the comrades of the Political Bureau to consider. We are also currently considering them.
