Going to the Soviet Union to Discuss Matters Concerning Military Tasks[1]

(April 22, 1936)

(1) The question of common steps to be taken by both sides in the war against Japan; (2) the question of communication and liaison between the two military commissions; (3) the question of our army’s movement toward Suiyuan and the creation of a situation there; (4) the question of technical assistance; (5) the question of personnel assistance.

[1] On April 13, 1936, the Standing Committee of the Central Committee of the Communist Party of China decided that Deng Fa would go to the Soviet Union via Xinjiang as a representative of the Central Committee. On April 20, Mao Zedong and Peng Dehuai telegraphed Zhou Enlai and Luo Fu (Zhang Wentian), as well as Deng Fa, Minister of Grain of the Northwest Office of the Central Government of the Chinese Soviet Republic, instructing Deng Fa to depart for the Soviet Union as soon as possible. This is the main content of the telegram. In June of the same year, Deng Fa set out for Moscow and returned to China in the autumn of 1937.
