A. Our representative Zhou Enlai, accompanied by Li Kenong, will travel to Fushi on the 8th to confer with Mr. Zhang on the great plan of national salvation. He is scheduled to depart from Wayaobao on the 7th and arrive before 6:00 p.m. on the 8th at Chuankou, twenty li east of Fushi city, where he will await a person sent by Mr. Zhang to guide him into the city. Regarding his security after entering the city, Mr. Zhang is requested to make appropriate arrangements.

B. The questions for discussion between the two sides, as proposed by our side, are:
1. The question of ceasing all civil war, with all the nation's armies, regardless of being Red or White, united in resisting Japan and saving the nation;
2. The question of concentrating the Red Army of the whole country in Hebei to resist the westward advance of the Japanese imperialists;
3. The question of organizing a National Defense Government and an Anti-Japanese Allied Army, including concrete steps and their political program;
4. The question of uniting with the Soviet Union and first sending representatives to Moscow;
5. The question of concluding a preliminary agreement between our two sides on mutual non-aggression and economic and commercial relations.

C. If Mr. Zhang has any proposals, we earnestly request that you inform us in advance.
