A. The newly established local independent regiment should temporarily move with you, strengthen its leading cadres, establish Party organizations, and continue to expand to four hundred men.
B. In view of the lesson of the Shilou massacre, all elements who are active in open local struggles should be ordered to join the independent regiment or guerrilla units and become backbone forces in guerrilla warfare, while all elements who are active but have not yet engaged in open activities should be transferred to the secret Party and peasant associations.
