To Comrade Li Kenong for Transmission to Wang Yizhe: Regarding the Negotiation Terms Proposed to the Nanjing Representatives (March 5, 1936)

Comrade Li Kenong, please forward to Brother Wang Yizhe:

Our side proposes the following five terms to the Nanjing representatives:

(A) Cease all civil wars, and unite all armed forces nationwide, regardless of Red or White, to resist Japan.

(B) Organize a national defense government and an anti-Japanese allied army.

(C) Permit the main Red Army forces nationwide to rapidly concentrate in Hebei, to be the first to resist the advancing Japanese imperialists.

(D) Release political prisoners and allow the people political freedoms.

(E) Implement initial and necessary reforms in internal affairs and the economy.

This is specifically communicated, and I hope Brother Wang Yizhe will relay this to Mr. Zhang Xueliang.
