(b) When you, my brother, return to Nanjing to report, we earnestly request that you put forward the following opinions on our behalf:

1. Cease all civil wars, and unite all armed forces across the country, regardless of Red or White, to resist Japan in unison;
2. Organize a national defense government and an anti-Japanese allied army;
3. Permit the main forces of the nationwide Red Army to rapidly concentrate in Hebei, first to resist the advancing Japanese aggressors;
4. Release political prisoners and allow the people political freedoms;
5. Implement initial and necessary reforms in internal affairs and the economy.

(c) We agree that you, my brother, should return to Nanjing immediately so as to facilitate swift consultations on the grand plan.
