A. The overall agreement between our side and the Northeastern Army is still under negotiation. For now, the following partial verbal agreement has been concluded with the 67th Army under Army Commander Wang Yizhe, and it is to be implemented starting March 5.

1. To consolidate the joint opposition of the Red Army and the 67th Army to Japan, the principle of mutual non-aggression and each side holding its original defense lines is established (including the defense areas of the 67th Army in the Shaanxi-Gansu Border Region and the Guanzhong Region).

2. The Red Army agrees to restore the 67th Army’s transportation and communication, as well as economic and trade activities, on the roads through Fu County, Ganquan, and Yan’an.

3. The grain, firewood, and other supplies needed by the 67th Army troops currently stationed in the cities of Yan’an and Ganquan may be purchased from the local masses in the Soviet areas. To facilitate the friendly forces in Yan’an and Ganquan, the Red Army permits and will instruct the local Soviets to mobilize the masses to transport grain, firewood, and other goods into the cities, restoring normal relations.

4. Trade between the Red and White areas is to be restored. When the Red Army purchases goods passing through Luochuan, Fu County, and other places, the 67th Army bears the responsibility of protection. When the 67th Army enters the Soviet areas to purchase goods, the Red Army bears the responsibility of protection. However, to temporarily conceal these activities from outside eyes, Red Army personnel going to White areas to purchase goods may wear civilian clothes.

B. The Soviets and Party Committees of the two provinces, as well as the military regions, shall clearly explain the intent of all provisions of this agreement to the Party branches, governments, mass organizations, Red Army guerrilla units, and Red Guards and Young Pioneers in the counties, districts, and townships near the defense areas of the 67th Army and along the communication routes, such as Yan’an, Ganquan, and Fu County, and ensure compliance, granting the 67th Army convenience in obtaining grain and firewood. Personnel of the 67th Army passing along the roads shall be shown goodwill and welcome, and those entering the Soviet areas to purchase goods shall be protected. It is imperative that our military and civilian personnel establish close relations with the officers and soldiers of the 67th Army, so as to achieve the goal of further concluding an agreement with the entire Northeastern Army to resist Japan and punish the traitorous nation-sellers. The method of explanation shall be oral transmission; no public notices shall be issued, because this agreement must still be kept secret from Chiang Kai-shek. Specially communicated.
