To Comrades Bogu, Luomai, and Others Regarding the Conclusion of Oral Agreements on Mutual Non-Aggression and Economic and Commercial Intercourse with Wang Yizhe (March 4, 1936)

Bogu, Luomai, Boqu, Yunyi, and inform Enlai:

A. An oral agreement on mutual non-aggression and economic and commercial intercourse between our army and Wang Yizhe’s army has already been concluded. Regarding commercial intercourse, the Red Army shall go to the defense areas of the 67th Army in the White Area to purchase goods, and the 67th Army shall bear the responsibility of protection. In order to temporarily avoid attracting outside attention, Red Army purchasing personnel must wear civilian clothes. When the 67th Army comes to the Soviet Area to purchase goods, the Red Army shall bear the responsibility of protection.

B. The handling of this matter is as follows:
1. Immediately dispatch Qian Zhiguang to Luochuan to find Ke Nong. We shall immediately telegraph Ke Nong to remain in Luochuan for one more week, awaiting Qian Zhiguang’s arrival, to introduce him to the Chief of the Supply Department of Wang Yizhe’s army, and seek his care and assistance, so as to properly establish the initial relationship. At present, the most urgently needed goods for purchase are Western medicine and cloth. Please order Qian to set out within one or two days.
2. Notify the Shaanxi-Gansu Provincial Party Committee, Provincial Soviet, and Military Region that regarding Fu County, Ganquan, Lishi, Yan’an, Luochuan, and other places—several counties belonging to Wang Yizhe’s army—they must be treated as friendly forces. Those passing through the Soviet Area shall be accorded sincere welcome and hospitality.
