At present, the Japanese imperialists and the traitorous chief Chiang Kai-shek are doing their utmost to turn China entirely into a Japanese colony.
The Chinese nation has reached a critical juncture where it faces national annihilation and racial extinction. In order to meet the demands of the developing national revolutionary war against Japan and to provide leadership personnel for all anti-Japanese fronts, this school has decided to recruit revolutionary youth and patriotic patriots from across the country to study here, with the aim of training and cultivating a large contingent of military and political cadres dedicated to the national anti-Japanese struggle, leading the national revolutionary war, defeating Japanese imperialism, recovering lost territories, and achieving national independence, freedom, and complete liberation.

Subjects and Enrollment Quotas:
The university is divided into four departments:
1. The Military Command Department aims to train commanding officers such as battalion and regimental commanders; the quota is 100 students.
2. The Political Work Department aims to train political cadres at the company, regimental, and division levels; the quota is 120 students.
3. The Guerrilla Warfare Department aims to train military and political cadres at all levels for the anti-Japanese guerrilla forces and the volunteer armies; the quota is 300 students.
4. The Specialized Department aims to train military instructors for engineer, cavalry, recruitment, and other specialized branches; each department has a quota of 300 students.

Article 26: The eligibility requirements and benefits for these students are the same as those of regular students.


Eligibility Requirements:
1. Patriotic individuals who firmly oppose Japan and are willing to devote themselves to the national revolution, regardless of class background, social origin, or previous party affiliation, may apply.
2. Both men and women aged between sixteen and twenty-eight years old are eligible.
3. Applicants must be in good health, free from contagious diseases, and without any harmful habits.
4. At a minimum, applicants should have completed primary school or possess an equivalent level of education. Middle school students… unemployed workers, other intellectuals, and demobilized soldiers—especially those who have served as cadres in anti-Japanese volunteer armies or guerrilla units—are particularly welcome, irrespective of their educational qualifications.


Benefits:
1. All tuition, lodging, and textbook fees will be waived, and students will be provided with clothing and food rations. They will enjoy the same treatment and privileges as active-duty Red Army soldiers.
2. Graduates who wish to be assigned by the school to appropriate anti-Japanese work will be placed accordingly. Those who prefer to go elsewhere—for example, to anti-Japanese units, local governments, volunteer armies, or guerrilla forces—will receive travel allowances from the school, which will arrange transportation to their chosen destination and provide letters of introduction upon their request.


Registration Locations:
1. Applications may be submitted to all levels of Soviet governments, anti-Japanese Red Army units, and resistance organizations. These responsible authorities will provide travel expenses along the way and assign escorts to accompany applicants.
2. Those unable to register on time due to transportation difficulties may still apply upon arrival.


Duration of Studies and Term Dates:
1. The Military Command, Political Work, and Guerrilla Warfare Departments each have a six-month program, while the Specialized Department offers a one-year course.
2. The first term begins on April 1, 1936, with new classes commencing on the first day of every subsequent month.

Proclamation of the Chinese People’s Red Army Anti-Japanese Vanguard, March 1, 1936. Subject of the Proclamation: It is hereby noted that Japanese imperialism runs rampant in North China without any restraint. Chiang Kai-shek, Yan Xishan, and Song Zheyuan grovel before the enemy like slaves. National ruin is imminent. The Central Government of the Chinese Soviet People’s Republic and the People’s Red Army Military Commission have therefore ordered this army to march eastward to wage the anti-Japanese struggle.
All patriotic patriots and revolutionary-minded people—regardless of age, faction, or background—who sympathize with the cause of resisting Japanese imperialism are invited to join forces with this army in carrying out the great undertaking of national revolution. Wherever our troops go, we will protect patriotic movements, revolutionary masses, the interests of workers and peasants, intellectuals, and the business community. We advocate an end to all civil wars; let the Red Army and the White Army unite in a common front against Japan. We stand ready to engage in negotiations, agreements, or understandings with any patriotic military figures—whether actively joining us in the anti-Japanese struggle or passively refraining from opposing us and the patriotic people. Our greatest enemy is Japanese imperialism, a band of bloodthirsty barbarians preying upon the Yellow Race. Only through unified action and national solidarity can we hope to prevail. If the nation perishes, what remains for the individual? Let us raise the banner of righteousness throughout the land and issue a righteous decree against the aggressors. Whether contributing labor, funds, weapons, or knowledge, every person should strive to exert their full strength; ten individuals united can accomplish what one alone cannot. The survival of the Chinese nation hinges on the defeat of Japanese imperialism—the outcome is self-evident. Those who fail to grasp this fundamental truth, continue to oppress their own people, or even resist our advance, have already abandoned their fellow countrymen. Such individuals shall be prosecuted as traitors serving foreign powers. Workers, peasants, merchants, scholars, and soldiers, unite! Down with Japanese imperialism! Down with the Han traitors and collaborators! Long live the anti-Japanese people! Long live the Chinese People’s Red Army Anti-Japanese Vanguard! Long live the War of Resistance! Long live a new China of freedom, equality, and territorial integrity! This is hereby proclaimed.
