Reply to Li Kenong’s Telegram¹

(February 29, 1936)

1. In order to consolidate the unity of the two armies and unite as one against Japan, establish the principle of mutual non-aggression and each guarding its original defense zones (including the Shaanxi-Gansu-Ningxia Border Region and the Guanzhong area).
2. Communications and travel between Fu County, Ganquan, and Fushi may be immediately restored.
3. The grain, firewood, and other supplies needed by the troops currently stationed in the two cities of Fushi and Ganquan may be purchased from the local masses in the Soviet areas at fair prices.
4. Restore trade relations between the Red and White areas.
