A. The enemy has a plan for a general offensive on four routes; a major battle is imminent, and we must prepare everything.

B. Two regiments of the Fifteenth Red Army Corps are now being dispatched to advance separately toward Yonghe and Xi County, to mobilize the masses in each county, to seize the two cities when the opportunity arises, and to clear out the two major ferry crossings at Xinguan.

C. Please quickly mobilize the Red Guards and Young Pioneers along the river in the four counties of Suide, Qingjian, Yanchang, and Yanchuan to cross over rapidly, demolish the fortifications, and mobilize the masses to protect the ferry crossings.
