To Lin Biao and Others[1]

A. Comrades Lin Biao and Haidong, together with one division commander from each of the two army corps' vanguard divisions and one regiment commander from each of the vanguard regiments, are requested to come to Hekou to personally survey the terrain. Each shall bring one to two special agents when coming. Take the route via Yanshui City, Shuangmiaohe, Liujiahe, and Chuankouzhen, and assemble at Gaojiacun. Depart on the 13th, arrive on the 14th or 15th. Maintain secrecy en route. B. The troops are to prepare to move out on the 15th.
