Telegram to Peng Dehuai [1]

A representative is to be selected from the front lines to go to Luochuan to negotiate with the Northeast Army of the Nationalist forces. The Political Resolution of the Wayaobao Meeting of the CPC Central Committee Politburo is to be printed immediately and delivered to Ganquan, where it will be carried by Gao Fuyuan, commander of the 619th Regiment of the Northeast Army’s 107th Division—who had invited the Red Army to negotiate—and Wu Xiuxuan, chief of the First Section of the Headquarters of the First Front Army, to be handed over to Wang Yizhe, commander of the Northeast Army’s 67th Army, and others.

[1] This is the main content of Mao Zedong’s telegram to Peng Dehuai concerning the issue of representatives for negotiations with the Northeast Army of the Nationalist forces. On the same day, Peng Dehuai replied by telegram: the negotiator should be changed to Li Kenong, who would bring the telegraph cipher code with him to Luochuan together with Gao Fuyuan. On the 19th, Li Kenong departed for Luochuan.
[2] Gao Fuyuan was formerly the commander of the 619th Regiment of the Northeast Army’s 107th Division. He was captured during the Battle of Yulin Bridge in October 1935 and released back to Luochuan in early 1936. Around January 16, acting on behalf of the Northeast Army, he went to Ganquan to invite the Red Army to send official representatives for talks in Luochuan.
