Conditions for Negotiations with the Northeast Army
Telegram to Peng Dehuai
(January 15, 1936)
A. The following conditions are put forward to Zhang and Wang:
1. A general ceasefire of all troops, with full commitment to resisting Japan and opposing Chiang Kai-shek.
2. At present, each side is to remain in its original positions without attacking the other, and to dispatch representatives to negotiate a ceasefire agreement.
3. It is proposed to establish a National Defense Government and an Anti-Japanese Allied Army; the views of Zhang and Wang are requested.
4. Zhang and Wang are asked to indicate the minimum steps the Northeast Army could take at this time in resisting Japan and opposing Chiang Kai-shek—whether active or passive.
5. Cipher codes should be exchanged immediately.
6. General Wang is welcome to meet with Peng; it would also be advisable to send Zhou Heng to Luochuan at this time. An appropriate cipher code should be prepared and taken along, with the round trip ideally completed within seven days.
